CONTEXT Unit DIGIT.D.3 provides, promotes and supports Trans-European Services, i.e. systems with responsibilities distributed across the Commission, national administrations and other bodies such as agencies. In addition, unit DIGIT.D.3 ensures rationalisation, harmonisation and re-use of Trans-European Services inside and outside the European Commission in order to create synergies and increase efficiency. The unit thereby contributes to the aims of the Luxembourg Digital Pole. In order to reach these objectives, unit DIGIT.D.3:
- Defines and promotes, together with relevant units of DG CNECT, Connecting Europe Framework (CEF) and other relevant services in the framework of the Digital Pole
- Coordinates service provision for TESTA NG
- Ensures service provision for EU Login, eID and eSignature
- Acts as policy initiator, business controller and regulator, and as IT governance/implementation/operation broker for Trans-European Services
- Evaluates and proposes measures for rationalising existing systems
- Evaluates and proposes semantic solutions for reuse and generic solutions for data translation to increase interoperability of Trans-European Services
- Liaises with operational units for engineering/development
NATURE OF THE TASKS
The expert resource will take-up the following task assignments within the context of Identity and Access Management components:
- Provision of expert advice and assistance, technology watch, evaluation studies, architectural considerations, applicable standards, solution patterns and best practices in the area of testing and integration.
- Participation to the complete integration cycle (test plan, test implementation and automation, test sessions, release management, technical support, documentation and change management) of different modules of the identity and access management infrastructure, such as authentication systems, authorisation systems, repositories, provisioning processes and administration tools.
- Delivery of the technical documentation, software release notes and presentations to management.
- Compliance with a standard way of working within the sector Digital Identities and Signature Services supported by a central documentation wiki (CITnet Confluence), a project follow-up web application (CITnet Jira) and a common version control system (CITnet Subversion and/or GIT).
- Support, consultancy and advice for identity and access management related matters to the various development teams at the EC. Duration 380 days Specific attention The work will be carried out on a full-time basis at the Commissions premises in Brussels. The service providers will have frequent meetings in the Commission"s services in Brussels and occasional meetings in the Commissions premises in Luxembourg.
