Dear freelancer, A Competence Matrix is a tool that captures and visualizes the level of competence of individuals within an organisation for a given set of skills. Additionally, a Competence Matrix also stores if the individual has interest to further develop and/or use a given skill.. From this informaton it can be deduced which individuals are best suited for given tasks (people allocation), if there are skills lacking in the organization (skill gap detection) and who to contact for information about certain skills (knowledge detection).This makes the competence matrix an essential tool for any human resource manager who makes choices based on data. Practically, the Competence Matrix would be implemented as a database which would be accessible through a web based user interface (preferably integrated in Confluence). The database would contain six tables: 1) the skill table: containing all skills, 2) the user table : containing all individuals in the Competence Matrix, 3) the level table containing the possible levels of competence, 4) the tag table containing a list of tags that can be attributed to the skills in order to create skill hierarchies/groups, 5) the skill property table containing the skill tag pairs and 6) the Competence Matrix table containing the level and interest for each user skill pair. Users would enter their skill level and interest for a predefined set of skills through an online form. Additionally, users can perform queries of which the results should be presented in a visual way.
